Mass Electric Construction Co. (MEC) has assembled an integrated systems design-build team to respond to the Request for Proposals scheduled to be issued by the Santa Clara Valley Transportation Authority (VTA) for the delivery of the BART Silicon Valley Phase II Program – Contract Package No.1 – Systems Contract. In support of the objectives of VTA, we are committed to engaging the local community by providing access to information and opportunities.

The Santa Clara Valley Transportation Authority’s (VTA) BART Silicon Valley Extension Program (BSV Program) is the largest public infrastructure Program ever constructed in Santa Clara County, California. The Program includes the recently completed 10-mile, two-station Berryessa Extension Project (SVBX) and the Phase II Extension Project (BSVII Program).
The BSVII Program will extend Bay Area Rapid Transit (BART) service from the existing temporary end of the SVBX line adjacent to the Berryessa/North San Jose BART station through downtown San Jose, terminating in the City of Santa Clara. The Phase II project is currently in the design, engineering and contract procurement development phase. It will be delivered through four main construction contracts: Systems, Tunnel & Trackwork, Stations, and Santa Clara Station & Newhall Yard. These contracts are planned to be a combination of design-build and progressive design-build.
The Contract Package 1 (CP1) delivers key subsystems required for BART passenger operations. The scope includes Guideway Systems and Facility Systems. Guideway Systems include project-wide elements such as traction power, train control, communication, emergency ventilation systems, etc. Facility Systems include systems in the passenger stations such as HVAC, plumbing, drainage, lighting, power, fire protection, etc.
The Systems Contractor will be responsible for the design, procurement, receipt and storage of owner-furnished materials, factory tests, installation, field tests and integration testing of all system elements.
The Project includes six miles of trackwork including crossovers and turnouts; a straight-through track (S2) and an outbound track (S1) with approximately 10,200 feet through downtown San José elevated into a stacked configuration to serve the Downtown San José and Diridon Stations.

KEG leverages the expertise of its design engineers and design-build managers to develop innovative designs, take control of design risk, and optimize design-build delivery to make construction safer and more expeditious.
Our lead contractor and lead engineering firms will be supported by B&C Transit, Inc., Elcon Associates, Inc., UNICO, and Countervail Engineering.
We are also seeking participation from additional firms interested in performing work on the Project.
VTA manages the Regional Business Diversity Programs in partnership with the County of Santa Clara to create a level playing field on which minority, women, disabled veteran, and LGBT owned businesses can fairly compete for contracting opportunities in the Santa Clara County region. The regional programs assist certified businesses seeking construction, purchasing and professional services contracts.
